Sources close to the council, speaking on condition of anonymity, revealed that the initial presentation was met with a mixture of stunned silence and suppressed giggles. The document, which purportedly outlined the benefits of communal siestas for productivity and stress reduction, was apparently circulated with a rather unusual sign-off.
